Are new targeting/custom audience features in development by Facebook?

These new features (May or may not) basically let you put anyone who has engaged with your ads, either paused on it to read it or shared it, and add them to a group, known as a custom audience.
The power of this technique means you can run one campaign to who you think will fulfill your goal, IE buy your product, then collect all the people who appear interested and save them, so you can re-target them with another offer. Essentially this helps you create an audience of people who may actually be interested in your product or service. If you run a second campaign with say 20% discount offer, to this new audience you know already engaged and have affinity with your first advert, it’s likely they will convert the second time.
Clever ‘ey? This is actually ‘kind of’ already possible, you can create a ‘lookalike’ audience of people who watched your video advert, effectively helping you create an audience of people who stayed around long enough to watch your advert, then put them into a custom audience, but this new feature takes it to a new level!
